Dr. Okara completed his Pre-doctoral internship in Clinical Psychology at Boston University School of Medicine, Dept. of Psychiatry (Psychology) and Post-doctoral Fellowship with specialty training in Forensic Mental Health at Massachusetts General Hospital (Harvard Medical School). Reduced average “length of stay” by 25% in a homeless shelter for the mentally ill by making staff changes in provider agencies and state-run programs while implementing collaborative working strategies that closely monitored patient’s level of functioning

Improved clinical interventions and assessments in forensic mental health units and increased the number of psychotherapy groups in an outpatient mental health center

Directed Performance Based Contracting and Risk Management Audits of vendor/ provider programs leading to improvements of quality outpatient mental health services

Provided oversight to a homeless shelter for the mentally ill and other residential programs involved in Rehab Option Certification process resulting in the State recovering funds through third party billing and payments for client services

Designed and implemented an Inter-Agency Collaborative Model that resulted in 90-100% inpatient and outpatient guardianship compliance rate

Developed and implemented annual Training Program for all clinical staff resulting in good patient outcome for the mental health agency
